Some RV owners spoke Wednesday against the restrictions, saying the ordinance is cumbersome. “Four hours is not enough time to park your RV when you’re getting ready for a trip,” said Montebello resident and RV owner Al Padilla. “You can maybe go inside and take a shower, and then you’ve got to move it again.” However, the new ordinance allows owners to obtain a permit to park for up to 48 hours. Only four of the permits can be obtained per month, said Marco Martinez, city attorney. City officials have asserted that RVs and trailers parked long-term on Montebello streets number in the “hundreds.” But Padilla disputed that. “If it was 100 or 1,000 RVs, then I would agree” with the ordinance, he said. “But it’s less than 100 I would bet. “People think RV owners are rich, but it’s not true. Why should we pay to park? I know it’s an eyesore, but we pay a lot more for tags than car owners.” City Administrator Richard Torres said several details related to the ordinance still must be worked out before enforcement can begin, including how much the city will charge for the extended-parking permits.
